National Quality Forum (NQF) is a not-for-profit membership organization conveniently located at McPherson Square in Washington, DC. National Quality Forum leads national collaboration to improve health and healthcare quality through measurement. We are currently seeking a Senior Director, Quality Measurement to join our Quality Measurement team.
The Senior Director will provide technical input, guidance and leadership on projects related to several areas including eMeasurement, measures under consideration for evaluation and selection, population health, efficiency and utilization, long-term care, measurement methodology, healthcare disparities and other healthcare topics. The incumbent will take an active role in securing funding for projects and for generating potential new project ideas. The incumbent will also engage in a variety of communication activities, both internal and external to the organization, to promote the mission of the NQF related to performance measures and the field of performance measures.
POSITION DUTIES AND RESPONSIBLITIES
The Senior Director will also be responsible for foundational work in emerging areas of performance measurement, as well as leadership for consensus development and measure selection projects and will contribute to process improvements at both the project and organizational level.
Project Management and Communications
Serve as a subject matter expert on assigned projects
Identify opportunities for future projects and/or collaboration; including generation of funding proposals
Participate in and contribute to assigned project teams for consensus development and measure selection projects related to measure evaluation and selection and other gap areas of healthcare quality:
Identify potential project issues, escalate policy, political and other issues as necessary;
Provides content expertise to project (i.e., measure review, statistical/reliability and validity measure testing, clinical expertise; eMeasure review, evidence review);
Assists with project strategic development;
Lead and facilitate meetings with internal and external stakeholders as needed;
Provide guidance to the committee selection process to ensure representation from relevant stakeholder groups;
Review and synthesize the evidence base to support committee deliberations;
Write, contribute to and edit final reports and other products as applicable;
Contribute to edit final materials for consideration of endorsement and selection
Senior Directors contribute to NQF activities outside the scope of individual projects, including:
Represent the department in organization-wide activities and discussions.
Participate in development of organization-wide policies and procedures.
Serve as the NQF liaison, speaker or representative at external committees or meetings.
Identify opportunities to collaborate with colleagues across the organization as needed to enhance assigned work.
Support identification of topics for membership and annual meetings.
Support the mentoring of new and existing staff in the department within the Senior Director’s purview.
Support executive staff in implementation of strategic initiatives.
Participate in the development of organizational policies and procedures.
Measure and Practice Evaluations and Selection
Provide technical guidance to junior staff on projects to evaluate performance measures and practices.
In collaboration with the project team, ensure that measure submissions are complete and identify areas where additional clarifications/additions are needed.
Review measures under consideration for evaluation and selection and provide preliminary recommendations and strategic direction for Committee review.
Engage with external stakeholders to provide technical assistance and guidance on measure submission, evaluation and selection processes.
A minimum of ten years of related work experience in quality measures and measurement with progressing responsibility is required.
Project management and managerial experience of large projects a plus.
The incumbent should have experience in performance measurement.
Strong attention to detail is essential.
Demonstrated organizational skills, works independently.
Experience with mentoring junior staff and supporting professional growth.
Excellent communication and interpersonal skills required as well as the ability to interact effectively with a variety of people, both internally and externally, and work well on a team.
The ability to manage multiple projects and competing priorities is essential.
