Under general supervision, this position will work with members of the Johns Hopkins University (JHU) and Johns Hopkins Medicine (JHM) Security team to gather and analyze data related to past and current security challenges and criminal activity across the Johns Hopkins footprint. This position uses tactical, administrative and strategic data to monitor trends, analyze performance, and inform security operations. This position will collaborate with members of the Security team, leadership, managers, staff, faculty and students, across the institution, as well as the Baltimore Police Department, to ensure that an efficient and accurate system is in place to gather, analyze, report on and archive all relevant statistical information related to security operations across Johns Hopkins University and Medicine.
Specific duties & responsibilities:
Leads security-related data collection, interpretation, utilization, and sharing of statistical information operations for Johns Hopkins University and Johns Hopkins Medicine.
Conducts research and strategic crime analysis to identify crime patterns and trends; analyzes long term crime patterns and trends using probability studies and complex statistical analyses such as random samplings, correlation, and regression analysis
Develops and implements survey instruments for quantitative and qualitative research studies.
Supports the development of strategic action plans, by assisting Security leadership in planning the deployment of resources for the prevention and suppression of criminal activity across the Johns Hopkins footprint.
Conducts tactical crime analyses, identifying current crime series trends and hot spots. May assist with the preparation of tactical action plans, at the request of Security leadership.
Gathers data on criminal activity from other law enforcement agencies in order to study and analyze past and existing crime series, patterns, and trends; uses and maintains general and specialized computer applications in order to gather, categorize, and analyze crime data, as well as to assist in the dissemination of information pertinent to law enforcement.
Develops and manages databases, data system integrity and security, electronic spreadsheets, desktop publishing, word processing and statistical applications. Manipulates, analyzes and presents data, as requested by Security leaders.
Makes written and oral presentations, often using charts and graphs, to inform members of the Security operations team of emerging or existing crime series, patterns, and trends, as well as suspect and victim profiles.
Studies current literature on research methodology and police issues, and makes appropriate recommendations for improvements in crime analysis practices.
Works with Security team leadership to streamline processes related to data collection and data retrieval.
Responds to ad hoc requests from the VP of Security and other members of Security leadership to gather and analyze data in preparation for meetings and briefings.
Provides information and analysis findings in a format that allows for its use by all appropriate personnel across the JHU and JHM security function.
Conducts statistical and strategic analysis which includes preparing monthly, quarterly, annual, and on-request reports, patrol bulletins, activity summaries, department annual reports and specific statistical/research reports as needed.
Collects and organizes criminal information from all available resources, including the Uniform Crime Reporting (UCR) system, the National Incident-Based System (NIBRS), field interview reports, intelligence sources, other agencies, media, crime bulletins, review of crime reports and supplements, informational surveys, and retrieval of crime information in order to study and analyze past and existing crime series, patterns and trends.
Prepares and presents complex and detailed statistical/analytical and research reports/information using principles and practices of professional and technical report writing. Drafts correspondence and presentation materials, as requested. Presents research summations and convert findings to practical applications, as requested.
Conducts resource allocation studies for budgeting and scheduling purposes, as requested.
Provides statistics and established benchmarks regarding crime statistics, as needed.
Works with other members of the Security operations team to manage the threat assessment and security intelligence gathering, documentation and analysis process.
Studies current literature on research methodology and police issues, and make appropriate recommendations for improvements in crime analysis practices.
Performs all related duties as requested.
Minimum qualifications (mandatory):
Bachelor's degree in a related discipline.
Three years related experience.
Additional education (Master's level) may substitute for required experience, to the extent permitted by the JHU equivalency formula.
Strong attention to detail and accuracy.
Proven analytical abilities to review and analyze large amounts of data in an effective and efficient manner.
Must possess strong organization skills, be able to collect large amounts of data, which are sometimes time-sensitive and decentralized in origin. Must have strong verbal and written communication skills, along with the ability to translate complex analytical details into understandable terms and an appropriate format for widespread use.
Special knowledge, skills, and abilities:
Must have proven aptitude with the use of Microsoft Office applications, along with specialized computer applications. Must be able to prepare strategic and tactical forecasts, develop association matrices, develop victim and suspect profiles; identify and distinguish crime patterns, trends, and series; prepare graphs, tables, and statistical charts. Must be able to effectively interact with colleagues at all operational levels. Must have the ability maintain confidentiality at all times. Must be self-motivated and able to work independently in a highly matrixed and complex business environment. May be needed to work flexible hours at times, based on business needs.
Technical qualifications or specialized certifications:
Experience in statistical analysis, database management and data analysis including longitudinal analysis. Knowledge of techniques of statistical analysis including multivariate, frequency, functional, cluster, correlation, and regression analysis; probability models; basic knowledge of human behavior and group dynamics; crime analysis methodologies including cartographic analysis, crime mapping, operations analysis, linking, profiling; law enforcement operations, procedures, and regulations.
