Roxbury Community College Campus Police & Public Safety department provides a safe and secure environment in which students, faculty and staff may learn, work, and live. While exemplifying the highest degrees of ethics and integrity, Campus Public Safety Officers engage the community in problem-solving partnerships to identify issues of community concern and work collaboratively to continuously improve the safety and security of the Roxbury Community College campus. Campus Public Safety Officers protect lives and help safeguard the property of the College. Officers enforce the regulations of the College and the General Laws of the Commonwealth, providing Public Safety and law enforcement services while extending dignity and respect to all.
Daily responsibilities include:
Managing the assignment of patrol officers for all shifts and special events to ensure proper staffing; coordinate special events and be responsible for VIP Details;
Oversee and manage security for multiple parking lots; supervise and conduct investigations as well as assist outside agencies conducting their investigations;
Maintaining the evidence room and contraband safe in accordance with MSP standards, and completing regulatory filings.
Ensure that the college's emergency preparedness plan is up-to-date and evacuation drills are conducted on a regular bases.

Supervision Exercised: Supervise Contracted Security Staff, Campus Police Officer I, and when necessary, temporary staff
Manage and direct a comprehensive public safety program including law enforcement, crime prevention, fire suppression, fire prevention, emergency medical services, disaster preparedness, code enforcement and associated programs, service, and operations including:
Oversee the Office of Public Safety; lead emergency planning, evacuation, pandemic and other short and long-term Campus-wide preparedness training; and manage and update campus public safety policies and procedures.
Manage the department budget including develop budget proposals, justify expenditures, monitor accounts, approve expenditures, match resources to college priorities and end each year within budget.
Serve as the College's chief Clery officer and as such, coordinate the collection and publication of crime statistics; the submission and publication of annual report; and the training of personnel and students.
Analyze, interpret, and follow all federal, state and local laws and other legislation regarding buildings, grounds, utilities, and employee safety.
Act as liaison between the College and various public and private agencies on matters of public safety.
Protect life and property. Working as a member of a team, and in problem solving partnerships with the community, actively seek to identify safety and security related problems and concerns and take the necessary steps to resolve those problems or concerns efficiently and effectively.
Respond safely and rapidly to emergency calls for emergency services such as reports of crimes in progress; suspected criminal activity; medical emergencies; environmental emergencies; fires, fire alarms; motion and intrusion alarms; and accidents. Render aid as required.
Conduct thorough initial investigations of incidents and follow up investigations as assigned.
Assist Massachusetts State Police, Boston Police, Transit Police and Public Safety service providers; Boston Fire; Boston EMS; and other public safety service as requested and/or required.
Enforce the laws of the Commonwealth of Massachusetts and applicable Roxbury Community College regulations.
Refer student offenders for internal disciplinary action to Student Life, Judicial Affairs, etc., and participate effectively in the College's internal disciplinary process.
Assist members of the Community in the civil and criminal court process. Assist in training of newly hired Campus Public Safety Officers.
Prevent criminal activity in and around the College through highly visible patrols.
Provide and/or participate in crime prevention briefings to the community. Attend community events and speak to students, faculty and/or staff regarding strategies and tactics to stay safe.
Operate department communication equipment; answer telephone inquiries; receive and document reports of criminal activity; dispatch foot and mobile units; operate paging system; and monitor alarm and CCTV systems.
Serve as a member of the college scheduling committee and ensure all events have appropriate public safety resources assigned to ensure the safety of all participants.
Perform safety and security inspections of all campus facilities, grounds and equipment, on foot or motor vehicle. Assist with parking enforcement and the monitoring of parking resources.
Conduct drills to ensure campus preparedness.
Work hours and location may vary, based on campus operating needs. May need to be available during off hours and must be available to respond to campus upon request.
Ability to respond quickly in an emergency and protect staff and others in a conflict situation.
Leading Candidates will have:

Knowledge of administration of police, fire, emergency medical, code enforcement, and public information systems;
Knowledge of law enforcement theory, principles, and practices and their application to a wide variety of services and programs including investigation and identification, patrol, traffic control, records management, care and custody of persons and property and crime prevention;
Knowledge of general operational characteristics of police and fire apparatus and equipment;
Knowledge of methods and techniques of public relations;
Knowledge of principles and practices of disaster preparedness, response, and recovery;
Know of Clery Act requirements for college campuses;
Three years of directly related supervisory experience;
Current Driver's License with a satisfactory driving record;
Excellent communications skills.
Additional Desired Qualifications:
Licensed special officer.
Obtain a Massachusetts LTC license.
Prior experience as a Shift Supervisor in a Campus Police/Security Control Center.
Prior experience in an urban College Campus Security Office.
Bachelor's degree or equivalent from an accredited college or university with major course work in criminal justice, police science, fire science, behavioral science or related field.
Shall obtain CPR/First Aid/AED certification.
Shall obtain FEMA Incident Command Certification at IS-100, 200, 700, and 800 within the first year.
Operating knowledge of Microsoft Office Suite applications.
Desirable: An ability to work effectively in a college setting with a large complex range of constituents and possessing an extensive project management background.
