What will you do? You will serve as a public health and epidemiology subject matter expert focusing on non-infectious diseases and conditions and consult with state public health programs, agency officials and the legislature. You will contribute to the development of evidence-based policies that impact the Oregon Health Authority. You will also support the development, implementation, and monitoring of the scientific plan for PHD and OHA and translate health data into programs and policies throughout the agency. You will provide direction and contribute to ensuring the internal alignment throughout PHD supports scientific and policy coordination. In addition, you will ensure adherence to protocols, to support and improve process and performance monitoring for PHD, and to support the scientific work conducted and disseminated by PHD.
You will serve as a liaison between PHD and OHA Health Systems and Health Analytics related to data collection methods and processes and provide guidance in the development of data systems, surveillance and epidemiological methods in a variety of topic areas. You will also manage the review and approval process for reports, manuscripts, and publications related to public health science and epidemiology. You will research, author, edit, review and approve a regularly published newsletter for licensed health care providers with an interest in epidemiology and public health issues.
Finally, you will address media inquiries by working closely with OHA communications to approve media talking points and serve as a trusted and effective spokesperson for media interviews on issues related to prevention and health promotion, chronic disease, injury and violence prevention, maternal and child health, adolescent and reproductive health, genetics, nutrition and health screening, and environmental public health issues. You will also conduct legislative bill analyses and is an effective spokesperson for legislative testimony on emerging Public Health issues.

Six years of health management experience in a public or private organization which included responsibility for eachof the following:
a) development of program rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, AND
d) budget preparation.
REQUESTED SKILLS, EXPERIENCE AND ATTRIBUTES
Preference will be given to applicants with a doctoral degree in epidemiology, public health, medicine or relevant field.
Advanced training in epidemiology.
Expertise in PHD priority areas including: environmental public health and toxicology.
Content expert in portfolio of assigned programs, with comprehensive knowledge and training related to the science of public health and epidemiology.
Experience developing and implementing strategic public health surveillance and data collection systems, epidemiologic analyses, evidence-based programs, and policies through partnerships with stakeholders, local, state and federal officials, and national partners.
Knowledge of Oregon statutory authority and parameters for data collection and sharing protocols.
Experience with authorship and editing of scientific publications.
Experience in data analytics, scientific methodology and reporting of findings related to epidemiologic analyses and implications for public health practice and policy.
Strong political knowledge of public health issues with the demonstrated ability to respond effectively to media, community groups and special interest groups regarding politically charged situations that may be controversial.
Experience in proposed rule-making, regulation and policy development, and legislative bill analysis.
Experienced serving as a spokesperson for legislative testimony on issues related to public health matters;
Partnership with communications departments to provide rational, evidence-based responses to media and public inquiries; and translating scientific information for use in public health policy development activities.
Knowledge of public policy, administration and principles of management and supervision.
Comprehensive experience with surveillance methods, tracking systems and registries related to public health practice and matters.
Knowledge of environmental public health principles and experience in research and/or epidemiology of the Center for Health Protection programs portfolio.
Highly desirable – knowledge in exposure science, bio-statistics, toxicology, and health physics.
