Reporting to the Associate Director of Planning, within the Project Manager, Planning is responsible for providing professional project management for planning projects for the University. The Project Manager is considered a working manager, in that he/she will be expected to provide technical support to other Project Managers in addition to managing their own projects.
Manage planning activities for the department:
Manage Planning projects by providing project level leadership, communication, coordination, and overcoming hurdles to ensure project goals are met.
Manage a project portfolio that could range from large complex projects to a group of moderate to small scale projects.
Take responsibility for timely and comprehensive communications with all project stakeholders.
Ensure planning and design documents comply with project requirements including established FS processes and standards.
Assist and support the Campus Planning activities for the department, including gathering, analyzing, and presenting data on existing campus facilities.
Create and maintain planning tools to aid in strategic decision making on new project planning initiation and existing facility renovation and potential removal of built assets.
Coordinate and synthesize infrastructure, historic status, deferred maintenance, sustainability opportunities, functional requirements and other relevant built environment data.
Assist in evaluating the campus from a variety of stewardship perspectives including significance of institutional identity, physical attributes that affect use, maintenance and operating budget, adaptability for the future.
Manage pre-project planning activities, feasibility studies, and other projects as required.
Support the department in project programming activities, including confirming project scopes, creating project functional programs, consultant selection and management.
Drive consultants to achieve expected deliverables and recommend alternatives to keep the project on schedule and within budget.
Facilitate timely decisions with campus representatives to report progress and issues impacting the project goals to stakeholders.
Facilitate Departmental and University approvals as required.
Apply and manage departmental project control processes for consistency, to mitigate risks, and to assure compliance with policies, rules and regulations as well as all applicable authorities having jurisdiction.
Facilitate and ensure smooth project phase transitions through pre-planning, planning and project initiation.
Monitor completed project successes and lessons learned for application to future planning activities.
Ability to work on master and urban planning, parking and transportation projects and apply past experience towards to development of innovative solutions in the planning and design processes to the University Campus.
General Project Management:
Manage a project portfolio of a group of small to larger more complex projects.
Manage planning projects from initiation through final project completion and closeout, including scope, budget and schedule management at all planning phases.
Effectively communicate between the FS units and all other University and departmental stakeholders to ensure a common understanding of objectives, resources, and priorities. Ensure the maintainability and low life-cycle cost of projects by including operations and maintenance staff in the project team, and developing a commissioning and turnover plan.
Ensure client satisfaction by quality work and communication
Ensure that the projectâ™s program objectives are met by:
Encouraging strong user group involvement
Testing of consistency and compatibility of design to end-user needs
Developing prioritization of scope and design elements
Documenting and defining clear goals for the Project Team
Ensuring communication through all stakeholders using feedback and direction
Ensure that the projectâ™s design objectives and its integration with University standards are met by reviewing design documents for clarity, completeness, coordination of discipline and constructability for use by internal and external parties
Prepare Request for Proposals for professional consultants, contractors and vendors and manage consultant selection processes, Prepare and negotiate contracts.
Bachelorâ™s degree in planning, architecture, urban or building design OR equivalent combination of relevant education and experience required.
Masterâ™s degree in planning, architecture, urban or building design preferred.
A minimum of five years of experience in planning, design, and project management activities required.
At least two years of experience with building systems, construction practices, contracting procedures, building design methodologies and code requirements required.
At least two yearsâ™ experience, from the Ownerâ™s perspective, in managing architects and contractors in the Planning and Design process for building programs within preconstruction and construction project budgets and project schedules required.
Master Planning experience within a higher education institution preferred.
Professional Planning certification or Architecture license preferred.
Experience in preservation, campus planning, design and cost estimation, knowledge of national, state and city codes and guidelines required.
Ability to balance historic preservation needs with current program, code requirements and sustainability potential required.
Experience in managing planning projects for multiple stakeholders with diverse and complex project requirements required.
Demonstrated experience in creating and delivering client project presentations to manage the flow of information in support of decision making at the highest management levels of a complex, multi-campus institutional organization required.
Experience and familiarity with Planned Developments and City related processes required.
Proficiency in Microsoft Office ( Project, Word, Excel, PowerPoint and Outlook), Autocad, Revit, Sketch Up, and Adobe Suite required.
Working Conditions and Physical Requirements:
Ability to inspect architectural plans, keyboarding, bending, stooping to reach files, light lifting, standing. Some travel may be required.
Ability to enter and inspect existing buildings, including mechanical rooms, penthouses, tunnels, etcâ¦
