Full Time 40 hours Grade 000 Institute for Innovative Educ Schedule 8:30 AM-5 PM Responsibilities Position Summary: Miner Libraries is an operational entity in the Institute for Innovative Education (IIE). The IIE brings together URMCâ™s educational leaders to integrate technology and the science of learning into existing educational programming, as well as focus on future institutional efforts that prepare our learners to be healthcare professional leaders of tomorrow. The director of Miner Libraries has multifaceted responsibilities and interacts with a wide range of constituencies in an environment of increasing technical, financial, and political complexity. The director must be knowledgeable about information issues and able to envision the future of the libraries and work to achieve that future. The job demands a unique combination of leadership skills and experience. The director of Miner Libraries provides dynamic leadership and oversight for Edward G. Miner Library (University of Rochester Medical Center) (URMC); Basil G. Bibby Library (Eastman Institute for Oral Health) (EIOH); Williams Health Sciences Library (Highland Hospital) (HH); and the Golisano Childrenâ™s Hospital Family Resource Library (URMC). The director assures the delivery of high quality academic and knowledge-based resources and tools that align the librariesâ™ strategic plans with the goals of the IIE and the University of Rochester Medical Center. The director creates robust information services to support medical education, research, clinical care and outreach, guiding the continuous transition to digital collections and remotely accessible services. Responsibilities Leadership Develops and maintains core services of a family of leading-edge health sciences libraries. Maintains both traditional library services as well as leads the creation of new services to optimize the ability of students, faculty, and other library customers to locate information and use it proficiently to achieve their personal, professional, and institutional objectives. Leads a team of librarians and staff who are knowledgeable about the vast array of scholarly and public information resources relevant to the mission of a contemporary academic medical center. Ensures that the libraries follow trends and advancements in information science as well as medical education, research, and clinical care to direct the best possible selection and organization of materials and services. Serves as a point of leadership, collaboration, and coordination within and among faculty and staff across various departments and administrative units for the purpose of integrative program development, strategically expanding medical informatics services, knowledge, education, and research through URMC and its affiliate institutions. Facilitates collaboration between medical center libraries and other campus libraries with regard to life sciences services, collections, and special projects. Collaborates with faculty in the development of curricula and teaching courses for medical, graduate, and other students in information access and management topics. Participates in research in the fields relevant to library and information sciences. Disseminates findings at major national and international meetings, and through publication in peer-reviewed journals. Serves as a member of the IIE Leadership Team. Planning Works with the IIEâ™s executive director to develop, implement, evaluate, and maintain a strategic plan, and is responsive to the URMCâ™s mission, goals, and objectives. Participates in internal meetings to coordinate the librariesâ™ goals and objectives with those of related departments and divisions within URMC as well as URMC affiliates and partner institutions. Conducts research, user surveys, focus groups, or benchmarking studies to determine and improve the products and services the libraries will offer. Develops effective assessment tools, strategies, and programs to continuously monitor and improve services. Attends conferences, workshops, seminars, and classes to maintain knowledge of changing technologies and developments in health care, research, education, and information science. Maintains communication with other libraries and networks to promote cooperative arrangements that are mutually beneficial. Serves on University committees as relevant to the mission and goals of the libraries and IIE. Participates in state, regional, and national professional organizations on a variety of development and service activities. Finance and Budget Maintains overall fiscal responsibility for libraries (exceeding $5.8 MM). Develops operating and capital budgets, in conjunction with IIE Administration and Finance. Reviews and approves expenditures regularly. Ensures annual budgets are planned and managed with attention to the needs of the libraries, demonstrating good stewardship without incurring deficits. Collects meaningful and measurable data related to library services. Works with IIE Administration and Finance to develop and justify budget allocations to URMC divisions and affiliates. Prepares applications for grants and administers funds received to increase library revenues. Provides leadership in seeking extramural funding and library development opportunities. Participates in or supports other faculty and institutional grants and fundÂ¿raising efforts. Human Resources Recruits, retains, and inspires an excellent workforce consisting of professional librarians, managerial personnel, and support staff. 10 FTE librarians 2 FTE other professional staff 5.50 FTE support staff 4 FTE student staff Serves as mentor and assures guidance for junior staff in the development of their careers. Works with IIE Administration & Finance to implement and manage University personnel and compensation policies. Directly supervises senior staff; indirectly supervises all other staff, including hiring, training, and evaluating. Oversees promotions, staff development, and disciplinary actions, as well as terminations. Implements hiring plan and continually assesses staffing needs and requirements in keeping the hiring plan current. Creates and communicates clear performance measures and accountability. Sets the standard of commitment to excellence in service, sets goals and objectives, guides the staff to implement objectives, and sets clear priorities in the allocation of resources. Promotes high staff performance through teamwork, job training, and enrichment, encouragement of innovation and recognition for achievement. Administration Ensures that the library always meets or exceeds LCME and similar standards. Develops and monitors key metrics for performance against the goals and strategic plans of the libraries and partner entities. Leads and participates in institutional committees, particularly those driving the library, education, and informatics service agenda. Assures the development of policies and procedures for hours of operation, circulation of materials, document delivery, and other services in support of the research, education, patient care, and community outreach missions of the institution and to ensure information resources are fully accessible to clients. Resource Management Establishes guidelines for information resource collection development that reflect the goals and objectives of the schools and the goals of the medical center. Partners with other URMC organizational units to ensure the library meets specialized needs. Partners with peers in the organization for policies and procedures affecting overlapping resources such as digital archives and research data. Assures that evaluation studies are performed to ensure information resources are responsive to client needs and library goals. Oversees efficient license negotiation with publishers and other vendors in collaboration with multiple partners to obtain costÂ¿effective agreements to the financial and intellectual benefit of the medical center. Assures the cataloging, indexing, and metadata creation for information resources in accordance with national and international standards. Monitors copyright and intellectual property compliance and contractual commitments. Makes recommendations for the development and maintenance of library facilities, including space design and utilization, furnishings, equipment, and security. Technology Coordinates the development and application of library technology and the regular evaluation and updating of automation requirements, in collaboration with IIE technical staff. Assures the design and implementation of automated systems for resource collection, management, and access that are responsive to the organization's goals. Partners with related intraÂ¿ and interÂ¿institutional entities to optimize information access and exchange for respective user communities. Maintains awareness of emerging technologies and service trends, and their application to libraries. Develops and delivers information services that adapt innovations in technology. Marketing Serves as principal spokesperson for the libraries, communicating proactively with internal and external constituencies. Establishes cooperative efforts with other internal units; works to integrate information across the organization. Collaborates with other libraries and external agencies to the mutual benefit of both. Provides oversight of the libraries multiple web and social media sites. Qualifications An MLS from an ALA accredited institution (or international equivalent); significant professional library experience with at least five years of progressive experience in a managerial or administrative role in a health sciences library; experience in an academic setting; extensive experience with library operations in a health care environment; experience with fiscal and human resource management. Demonstrated ability to plan and execute complex projects and new services. Must meet criteria required for appointment to Library Professional IV, either immediately or within one year of hire, as described in the âœClassification, Appointment and Promotion of Library Professionalsâ document (rev. 2016). Strong leader with a mature sense of priorities and solid practical experience who can plan and execute within the framework of organizational resources and show the way beyond apparent limitations. Is politically savvy, has a high tolerance for ambiguity and conflict and can work successfully in a matrix management model. Excellent interpersonal skills and be able to work effectively with a diversity of personalities. Effective consensus builder. Good grasp of medical education, research, and clinical care and the information resources needed to support them. Demonstrated knowledge of current and emerging digital technologies and services in support of medical education, and experience in the design and integration of these technologies into health sciences curricula. Possesses superior oral, written, and presentation skills. Experience writing grants, participating in research, and an appropriate publication and presentation history commensurate with academic level. Experience with space planning, systems analysis, and library automation is also required. Preferred Qualifications: Experience providing leadership for archival or history programs.
